Collection agency? please help me! read please what do i do?

Ok so i owe a hospital bill back from 09 and i always ignored the calls i could never afford it. At the time i thought i was on medical i didn't no i was gonna be billed for it. So i ignored it. I just now started to make payment i sent in 5 bucks and the guy called me very rude guy! he called saying he cannot accept it i aat leastneed to send in 25 . I cannot afford it right now i explained i was trying. He was so cold hearted and rude. Can he garnish my wages he said he was going to if i ddidn'tsend it a larger ppayment Im so confused . Someone please help.
